use iTunes, and under encoding prefrences click on your encoding type (mp3, WAV, m4v, ect..) then click on custom and you can use the settings that i have selected on the attachment or change the maximum bit rate down a bit. (mine is set at 320 kbps). There art other ways of encoding in VBR but i find iTunes the easiest to encode with.
