i dont think there would be, because of the lack of a gamecube modding scene. plus, the only reason why there so many xbox ones is because there is a huge scene, and xbox is just about as close to a pc as a console can get.

how do you activate 2 player when playing gba?
I got two controller for the xbox. And I can't play 2 player games:/
like Street Fighter on gba...kept going on about link cable:/

The GameCube emulator for PC is called Dolphin, it doesnt work so great, and it hasnt been updated since 04 i think, ill find a site now, but dont get your hopes up

the engine the GC uses is so different from normal hardware it is superhard to get the graphics emulated right, for ex. the colorful boxes on Super Mario Sunshine CANNOT be emulated correctly, anyway if you wanna check it out ill find the site

EDIT: its here and they JUST released a x64 bit version, after 2 years of inactivaty, lol

he isnt tlaking about a console emu for pc, he is talking about emulators for the console, like gameboy emu for gamecube
