I for one have been searching the internet on as too, "Why backed up rock band games (1 or 2) won't allow the instruments to synchronize on the Wii when launched through a backup launcher and or any other problems?"

Well here are some answer(s)
1. As security, the Rock Band disc won't boot the drivers needed to play the instruments
2. The current cISO your in affects this; so you need to changes this ;D

So their is a work around; simple and effective. All you have to do is download this file
custom cISO installer (http://www.box.net/shared/y0q5nicuu1)

Run it in the HBC

and once inside the app use the D-pad up or down to navigate and select

"Custom IOS37 with IOS36 rev7 dip as IOS249"

Once you've confirmed it on the screen that you've selected that option, go ahead and install it.

After its completion restart the wii

Then pop in Rock Band 1 or 2 and enjoy :D

NOTE: To Confirm your on IOS36 go to the HBC and hit the "Home" button on your Wii Mote and on the top right you'll see your "ISOXX"  but in this case you should see "ISO36"

Before I do this I have a good Question.

can i still use the guitar hero guitar ?

i would hate to Install this just to lose being able to play with the guitar hero guitar

that would be the Worse thing that can happen LOL, My friend Loves to playing with the GH guitar but i love the rock band guitar  =P

the rock band and GH drivers are in the ISO36 so i would see no reason to fear :)

1 BIG problem  (ONLINE) i need the  files so i can do it Offline  I don't have Wifi So everything I do I need Offline files.
